3321561 - Can Software Component on XSA or XSA itself be downgraded?

Symptom

For whatever reason, need to downgrade XSA from higher version such as 1.0.150 to lower version1.0.147. Want to know how to perform it.
For whatever reason, need to downgrade Software Component runs on XSA to lower version, such as downgrade XSA Cockpit. Want to know how to perform it.
