Symptom

Discovered Introscope Enterprise Manager doesn't show any status information in step Define CA Introscope.
Error message displayed while accessing step Define CA Introscope as below:

SOAP:1023 SRT: Processing error in Internet Communication Framework: ("Connect to <Solman Host>:<Port Number> failed: NIECONN_REFUSED(-10)")
Web service invocation problem on host <Solman Host> and port <Port Number> protocol : http logical port name : LP_WS_MANAGED_SETUP. Check note 1822831.
Web service call to SAP Solution Manager Java failed; see Note 1822831
