3322694 - Entity condition is not fulfilled - IPS provisioning job is skipping some users

Symptom

Some users are skipped during provisioning job execution.

After enabling "ips.trace.skipped.entity": "true" and "ips.trace.skipped.entity.content": "true" as per SAP KBA: 2719566 - How to export job logs, systems and self-analyze for Identity Provisioning, you can see the following in the job log:

user:<user_id>,

system=<system>,
skip reason=Entity condition is not fulfilled,

content=...
