3323209 - SNOTE Error: Error when receiving response from FCMS: Forbidden

SNOTE pops up the following error while downloading an SAP Note:
"Error when receiving response from FCMS: Forbidden"

Error reported in transaction code SLG1:
"Could not receive HTTP for SAP-SUPPORT_NOTE_DOWNLOAD: COMM_FAILURE"

Connection test for both the HTTPS RFC SAP-SUPPORT_NOTE_DOWNLOAD and SAP-SUPPORT_PORTAL is successful.
