3323936 - CONVT_NO_NUMBER dumps when opening My Inbox application

Symptom

Inbox applications are in Error state.

When trying to open My Inbox/My Outbox tile, the below message is shown:

Error while loading the tasks. For more information, see the details - /IWFND/CM_MGW/051 Resource not found for the segment 'TaskCollection'.

A dump is generated in the workflow system:

What happened?

Error in the ABAP application program.
The current ABAP program "CL_SWF_UTL_BUFFER=============CP" had to be terminated because it found a
statement that could not be executed.

Error Analysis

An exception has occurred in class "CX_SY_CONVERSION_NO_NUMBER". This exception was not caught
in procedure "GET_INSTANCE" "(METHOD)" or propagated by a RAISING clause.
Since the caller of the procedure could not have anticipated this exception, the current program was terminated.
The reason for the exception occurring was:

An attempt was made to interpret value "LOCAL" as a number.
As this value contravenes the rules for displaying numbers correctly, this was not possible.
