3324528 - Getting message V1 524 even the order/ target quantity has been filled as "1"

Symptom

For the item category used in the sales order, it havs flagged the indicator "Order qty =1" in transaction VOV7. But even the order quantity or the target quantity has already been filled as "1", still there is the message V1524 as: "Only quantity 1 &1 is allowed (Item &2)".
