3324528 - Getting message V1 524 even the order/ target quantity has been filled as "1"

Symptom

For the item category you used in the sales order, you have flagged the indicator "Order qty =1" in VOV7. But even you already filled the order quantity or the target quantity as 1, you still get the message V1524 as: "Only quantity 1 &1 is allowed (Item &2)".
