When a user has a modelling license (ent+), full dictionary permissions and 'hub' access rights only to all folders that are published, they can't see the 'linked diagrams' in the SPM Dictionary, but if they look in Hub, they can see the 'used in processes'.

The behaviour you experience is expected. (H)UB-READ is supposed to show published content only in the normal hub view (not the preview mode) to allow a broad audience to consume this content.
In case you want to see/use models in the hub preview, explorer, dictionary component or have them part of exports you need the (R)EAD access rights assign as well.
