3325786 - Translucent Layer is not working when Horizon Theme is enabled - Employee Profile

Symptom

When Horizon Theme is enabled, after unchecking the box “Deactivate the translucent layer” and saving, it’s possible to observe that the translucent layer is not present within People Profile Header. The only thing that changes is the links and action buttons’ text color.
