3326111 - Known issue with Centralized Services for Work Permit

On work permit portlet, work permit records are displayed by person, which means the current login user can see all work permit records even from other employments. Example: for an employee who has two employments with different user IDs, ID1 and ID2. For ID1, work permit 1 is maintained and for user ID2, work permit 2 is maintained. Any user ID can see both work permit records (this is the current behavior)

The problem with this behavior is that, when an employee edits the work permit record which does not belong to the current user ID, the user ID of the records will be updated by the current user ID. And for records which are not changed, their user ID is also updated as well. This is known to cause data issues.
