3326492 - Is it possible to use BTP assign security/role-collection to create user with specified different value to User ID and E-mail

Symptom

For certain purpose like mass assignment, want to use BTP CLI to assign security/role-collection and create shadow user with "--create-user-if-missing" parameter if a shadow user doesn't already exist.
When creating shadow user, want to specify the different unique value for User ID and E-mail.
However, find the same value(E-mail) set for User ID and E-mail.
