Is it possible to create an Adhoc Report to identify Job Requisitions have been closed and re-opened?

Currently, it's not possible to build a report with the goal to identify Job Requisitions that have been re-opened. The system does not offer the ability to filter on multiple values that have been followed in a specific order. For example: Return the Job Requisition in which the current and previous values for Status are respectively the following: Closed and Open.

You can only setup a report to identify which statuses the Job Requisition went through but without being able to identify an order.

To create a report as mentioned, you can use the table Job Req Status Audit.
