3327236 - Diagnostics Agent Certificate Generation Fails with "CX_GENERATE_AND_EXPORT_ROOT_CE" Error in Infrastructure Preparation Step in Solution Manager

When generating a new certificate in Step 2.3 of solman_setup -> Infrastructure Preparation step 2.3, the following error appears:

CX_GENERATE_AND_EXPORT_ROOT_CE : Application Error
