3328357 - Course Home: Online setting "Lock Other content when in progress" is not working

Symptom

The Lock Other Content When in Progress setting (Learning Activities > Items > Online Content > Settings > Launch) isn't working as expected for resumable online Exams when the new Course Home experience is enabled (enableCourseHomeBlended=true).
