3328695 - Missing requirements on production orders in APO or PPDS and deltareport is shown them with message 501

Symptom

You have production orders in SCM APO or PPDS system have no components even if the materials are relevant for the SCM APO or PPDS system.
When checking production orders in the SCM system with transaction /SAPAPO/CCR, thousands of entries with error code 501 appear. None of them can be fixed by sending order data to APO. The errors remain unchanged.
