3329060 - Risk Assessment - Notifications for new items not triggered with GRPC_WF_NOTIFICIATION job

The old program GRPC_WF_NOTIFICIATION is scheduled, with the respective variants, so that user can be notified for the created plans via e-mail.

After creating workflows (e.g. Risk Assessment) via the planner, no more emails are generated.

Work items are available and in the inbox of the risk owner\expert, they can see and work on them, although no email notification has been generated for the assessments.

The Workflow user contain all required authorizations (SAP_ALL, for example) and required workflow activations are also done.
