3329070 - Notification to Mobile for "Added as Co-Owner" is sent even when it's not in Published status - Opportunity Marketplace

Current behavior: predefine assignment type need approval for publication, then AO create and publish assignment based on this type with added Co-Owner, after clicking Publish button, it's in Publication Pending Approval. It sends mobile notification to this Co-Owner.

Expected behavior: it should not send "Added as Co-Owner" notification to mobile, until assignment is in Published status, since Mobile doesn't support AO/CO to view assignment which is not in Published phase.
