3329538 - Behaviors are not showing on form for most languages - 1H 2023

If Job Profile Builder is enabled, the behaviors are not shown on form:

1. When user create a form and open the form in another locale.
2. When users add behaviors to a form and then save the form.

This issue happens on both PM form and 360 form.
