Symptom
Item or class prerequisites are not respected when the item/class is added to a program. For example, a user can register for a class even though it was not met the prerequisites for the class.

Resolution
When an item/class has prerequisites and it is a part of the program assigned to the learner, then the program bypasses the prerequisites. It allows the assignment/registration of the learner into the item/class. This is the current system expected behaviour.
If you want learners to complete the items in sequence, use item prerequisite and do not assign the item via program to learners.
For online items, the alternative is to assign the item via program (with Progress Restriction by completion) and remove the free-floating items from their libraries so they can only access item from program and follow the sequence set at program level.
However, note this does not work for class. If instructor-led items are removed from library, learners lose access to the class from program.
