3330453 - Package ZCUSTOM_DEVELOPMENT doesn't exist in development tenant(3SL) - SAP S/4HANA Cloud Public Edition

When accessing the development tenant using ABAP Development Tools (ADT), only package ZLOCAL is available.

Software component/structure package ZCUSTOM_DEVELOPMENT will be created during system configuration if the system is intended to have a transport target system.
It is not created if the system is intended to be used as a standalone system (e.g. Starter system).
