3330458 - Goal Plan: Visibility Field (public/private) is not hidden following the 1H 2023 release

Symptom

The Goal/Objective plan is configure to hide the Visibility Field and the field is hidden in production. When the same goal plan is viewed in a preview environment (b2305) the Visibility Field can be seen.
