3331019 - "User changes cannot be saved" error message appears in SAP Analytics Cloud (SAC)

• When navigating to Security >> Users menu, the following error message is displayed after making a change in the user:
  "User changes cannot be saved. The maximum number of licenses have been reached. Please check your current license usage limits. Then deactivate users, delete inactive users, or consider an upgrade to your plan."
  
  
• As an example the following error message can be displayed in the UI:
  

"Image/data in this KBA is from SAP internal systems, sample data, or demo systems. Any resemblance to real data is purely coincidental.“ 

SAP Analytics Cloud (Enterprise)

1. Login to SAC.
2. Navigate to Security >> Users menu.
3. Attempt to change a user. 
4. Notice that the changes cannot be saved and the error message appears.

License Usage Limits Explained

The amount of active users in a system must be within the licenses available. If there are no licenses remaining, certain workflows will result in an error like:

The following workflows would involve license assignments and may be impacted if there are no licenses available:

• creating users 
• updating user’s roles (adding and removing)
• activating a user. The previous role consumes a license that has reached the limits.
• updating roles
• adding users and teams to roles
• updating teams
• deleting teams and roles (users will get the default BI license)
• approving roles for users
• user creation / updates through SCIM API (which include role and team assignments)
• users that are dynamically created on login and the default role has reached capacity
• users that are assigned roles through SAML attribute mapping

Note: The same limitations apply whether the changes are done using API calls or through the SAC user interface.

Surplus Licenses Explained

In the event a higher license type is available (I.E Planning Professional license), this will be used in place of a lower license type

For example, if there are sufficient Planning Professional Licenses, Planning Standard and BI roles can still be created.

In this example, there is a total of 40 Planning Professional licenses, of which 12 are used. Planning Standard and BI have 0 licenses available, but users created that use these licenses will automatically use the available Planning Professional Licenses.

There are a few approaches to resolving this issue:

1. Increase Licenses: Please reach out to sapdigitaldeals@sap.com or your SAP Account Executive
