3331048 - How to change Message 06170 from Warning to Error - SAP ERP & SAP S/4HANA

Symptom

It is not possible to change the message category from Warning to Error for message 06170 - "Start of validity period is in the past".
Even changing the Cat to E under table V_160M the Message remains as warning.
