3331071 - [Onboarding] E-Verify trigger fails when new hire selects Alien Number during Section 1 and i-94 in Section 2

Symptom

If a new hire enters an alien number in Form I-9 Section 1 and the hiring manager enters an I-94 number in Section 2, E-Verify is not able to process the case.
