3331921 - Memory dump when reorganizing condition pointers in WDBU_HPR (WIND)

Symptom

When executing WDBU_HPR transaction (report RWDBBUPD_HPR) and activating the reorganization of Condition Pointers  (WIND) on the selection screen user experiences memory dump:

TSV_TNEW_PAGE_ALLOC_FAILED / SQL_CAUGHT_RABAX 

The dump is pointing to SELECT statement on WIND DB table.
