3332222 - Demand management creation without a procurement project in Product Sourcing application

Symptom

A user can create a demand management for a project item without a procurement project in Product Sourcing application.

However, when saving the document, the Included project items don't have a reference to a procurement project error message appears, but publishing is not possible.
