Symptom
When attaching an encrypted/password protected PDF in Recruiting, the system returns the following error: "An exception was encountered while uploading Attachment". The error can occur during several actions, such as adding an attachment to a Recruiting form or uploading the file to an email.
NOTE: This KB article's resolution applies only if the file uploaded is encrypted. If the file is not encrypted or password protected, the resolution is not applicable.

Cause
The error happens when the feature Active Content Detection is enabled in Provisioning, which is an opt-in security feature to inspect and block file with active content embedded during file upload process. Since the PDF file is encrypted, the feature won't be able to validate the content, and as a result, the upload will fail.
Resolution
The system will keep blocking encrypted file as long the Active Content Detection is enabled. If you have a business process where encrypted/password protected files are used, you need to disable the security feature.
