3332488 - Central Management Server (CMS) will not start after upgrading to MySQL 8.0.32

Central Management Server (CMS, cms.exe) fails to start after recent upgrade to MySQL 8.0.32 as CMS system DB.

MySQL's libmysqlclient was updated on the BI Platform Server

error_cms6400.log is generated with the following information:

• 33007    Database access error. Reason Loading shared object failed. First tried to load library libmysql and failed because of error: [The specified module could not be found.  ]. Second tried to load library D:\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\win64_x64\libmysql.dll and failed because of error: [The specified module could not be found.  ].
• 35101    The root server reported an error Initialization Failure. (Reason: Database access error. Reason Loading shared object failed. First tried to load library libmysql and failed because of error: [The specified module could not be found.  ]. Second tried to load library D:\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\win64_x64\libmysql.dll and failed because of error: [The specified module could not be found.  ].Database access error. Reason Loading shared object failed. First tried to load library libmysql and failed because of error: [The specified module could not be found.  ]. Second tried to load library D:\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\win64_x64\libmysql.dll and failed because of error: [The specified module could not be found.  ]. Error initializing database wrapper environment for DatabaseSubsystem. ).

The BI Platform installation directory: \win64_x64 already contains the file: 'libmysql.dll'
