3332887 - Configure EWM follow-up to move blocked stock to other bin

Symptom

A Reject decision is posted in EWM Quality Management, where the follow-up action is set up with Internal Action (FUINT) "Blocked stock". The result is that only posting change is done to blocked/scrap stock type. The intention is to have both posting change to blocked stock and also trigger WT creation to move the stock to another storage bin.
