3332961 - Distribution of job posting before approval is not working

We enabled the buyer configurations:

• Enable Distributor-select (before approval) Distribution Rule? so job posting distributors can select the suppliers on a job posting prior to any approvals. 
• Submit Job Posting to Suppliers before any approvals (Editor selects Suppliers in Program Office Assisted Workflow) so job postings with this option enabled are sent to the selected suppliers before they are approved on the buyer side

However, the job posting was not distributed to the suppliers before the approval process and suppliers are unable to view the requirements to begin their sourcing.
