3333537 - Unable to search for users to add as successors when using Nomination Portlet - 1H 2023

Symptom

After 1H 2023 Release, when searching for users to add as successors using the Nomination Portlet in People Profile or the Nomination section on the Talent Cards, system throws an error message or no results return:

In the Nomination Portlet on People Profile, when searching for users, no results return;
In the Nomination section on Talent Cards, when searching for user, an application error occurs: "errorId=null, timestamp=null, errorMessage=Cannot read properties of null (reading 'charAt'), errorName=TypeError"
