3334040 - Unable to select target mapping in Fiori Application manager

The maintained target mapping does not appear in the value help in Application manager once the catalog is selected.  

In the lower corner there is a message on load saying 

Only back-end app types are allowed in this system

Message No. SUI_TM_MM055

You can only create backend app types (Transaction, Web Dynpro Application, WebClient UI Application).
