Symptom
When adding a competency on a performance review form or 360 review form, the expected rating of the competency added does not respect the setting of the expected rating in Families and Roles.
Environment

Reproducing the Issue
1. Go to Performance and open a performance review form or 360 review form
2. Go to the competency section and click on "Add Competency"
3. There are two tabs: "By Library" (or "All") and "By Roles"
4. Click "By Library" (or "All")
5. Choose a competency and click "Add"
6. The expected rating of the newly added competency does not respect what is set in Families and Roles
Cause
When adding a competency from "By Library" (or "All"), the expected rating of the competency is not pulled onto the form. Because the competency data is pulled from Competency Libraries (or Center of Capabilities) where expected ratings cannot be set.
When adding a competency from "By Roles", the expected rating of the competency can be pulled to the form successfully. Because the competency data is pulled from Families and Roles where expected ratings can be set.
Resolution
In order to add a competency on the form with correct expected rating, it is necessary to add from "By Roles" to pull the expected rating from Families and Roles.
Note: <fm-comp-expected-rating> for hardcoded competencies does not work as this is not supported by PM form. The expected rating should come from Families and Roles.
