The Provide Interview Feedback To-Do will only be removed once the user has given an Overall Rating (Recommended/Not Recommended) for the candidate.

SAP SuccessFactors Recruiting Management

There is no functionality within the current Product that allows to make Overall Rating mandatory on Interview Assessment page.

As a workaround, you can use the Manage Languages tool to change the text for "Overall Rating" to remind users of providing the Overall Rating.
