3335262 - Authorization check for user group

Symptom

Some user group was set in the profile for object  S_USER_SAS or S_USER_GRP to restrict the user authorization.

For example: set user group SUPER for object  S_USER_SAS or S_USER_GRP.

When assign the role to a user, the user can not display/change the user who belongs to the user group SUPER, but also can display/change the user who doesn't belong to any user group.
