You use substitution process in SCM Forecasting and Replenishment (FnR). Only substitution assignment is done yet; no switch-over is done. You change the consumption reference factor in Tcode /FRE/SUBST_ASSMT (field /FRE/SUBST_ASSMT-CONSREFFAC_SUB) for a location product. You realize that after having changed the value there, the consumption reference is not updated in Tcode /FRE/MASS_MATLOC (field /SAPAPO/MATLOC-CONSREFFAC).
