3339015 - Why a cronjob is delayed about 10 seconds

Symptom

A CronJob configured with a high-frequency Cron Expression (e.g., */2 * * * * ? for every 2 seconds) only executes approximately once every 10 to 30 seconds.

The CronJob execution interval appears throttled or delayed despite no heavy processing load on the system.
