3339041 - Error message: "Delivery for stock transport order process. Can't change quantity" in EWM S/4HANA CLOUD

Symptom

You would like to cancel/complete an inbound delivery with 0 quantity, however, you are not able to complete the delivery in the EWM APP Change Inbound Delivery APP due to an error: Delivery for stock transport order process. Can't change quantity. 

/SCDL/BO_VALIDATION 058

The delivery can be changed to zero, however, it becomes with status as "Not Relevant".
