3339077 - Requested Class Availability Email Notification is sent for inactive Classes

Symptom

The Requested Class Availability Email Notification is unexpectedly sent for classes that have been deactivated. This issue occurs when a class is requested then deactivated before the "Requested Class Availability Email Notification" APM runs.
