3339118 - User decision justification became mandatory in workflow

After upgrade to S/4 HANA 2022 FPS1, an optional user decision comment is shown when executing a workitem from SBWP.

When trying to Approve/Reject a work item from SBWP, there is a popup with title "Justify your decision" - where decision comments can be entered.

This is not needed in the current business case.
