Error Invalid namespace for "To" Base Amt for WTax Calculat. raised in configuration activity Define Formulas for Calculating Withholding Tax

SAP S/4HANA Cloud 

1. In Configuration activity Define Formulas for Calculating Withholding Tax (Configuration Activity ID 104404) for withholding tax Type and Code, select folder Formulas for calculating withholding Tax 
2. In "To" Base Amt field, amount entered with value starting with one of following numbers 5, 6, 7, 8, 9, 0 

The Withholding Tax sscui's are country-specific, multiple file exist.  Solution Builder can’t support this case . 

The sscui framework apply the standard namespace logic and will not allow customer create the key in SAP namespace.

Using Central Business Configuration (CBC) customer can create their key in SAP namespace. 

Without CBC the only solution is to migrate to CBC for the solution.

This is a framework limitation.
