Cause
The business catalog "BC SAP_SD_BC_MYINBOX_PC" is not assigned to the business users. As a result, these business users are not displayed.
Resolution
Only business users that are assigned with the business catalog "BC SAP_SD_BC_MYINBOX_PC" can be listed in the recipient selection area when setting up sales document workflows in the "Manage Sales Document Workflows" app.
