The Remaining Budget for Local Currency Field from award details is showing blank even if the required permission for the Approver is granted.

Reproducing the Issue
1. Submit an Award from Rewards and Recognition for a specific employee
2. Proxy as the Approver
3. Remaining Budget Amount in Functional Currency is blank even with the required permissions are granted for the Approver
Cause
Approver is not added as the Budget Holder
Resolution
In order to see the remaining budget, the approver has to be the budget holder. Only budget holder who is approver will only be able to see remaining budget.
