3340251 - Address Validation feature not working during PDC - Onboarding

Getting error during Personal Data Collection when using the Address Validation feature:

• Error 1
  Validation Response: The system could not validate the address. Please contact your administrator.
  Error: The system could not find a Destination Setting named “Address Validation Service Configuration” with the correct settings in the Security Center.
  
  
• Error 2
  Validation Response: The system could not validate the address. Please contact your administrator.
  Error: The referenced OAuth Configuration 'ERRORID' is no longer available
  
  
• The 'Validate Address' feature does not display the address validation match pop-up after clicking the 'validate address' button.
  In the Browser > Developer Tools > Console there is a timestamp application error. Error in the back-end logs: SSLContext is not initialized.
