This article describes the issue with Cover Letter and Resume Viewer shows on the bottom-left corner in Interview Central.

SAP SuccessFactors Recruiting Management

a. Go to Recruiting > Interview Central.
b. Click on any Candidate > It will Open the Candidate Profile. 
c. From the Candidate Profile > Open Cover Letter (or Resume or CV).

Resume and Cover Letter Viewer appears on the bottom-left corner of the popup, even when expanded. Note: This has been tested on both Chrome and Edge browsers. 

Workaround: If the user has permissions for Candidate Search or the Application, the resume and cover letter can be viewed from there. 

This issue has been resolved and is no longer occurring.
