3341033 - 'You can’t delete or change this non-recurring pay component because it is referenced by a time account payout' error upon updating a Pay Component Non Recurring

You have noticed that, upon  deleting a Pay Component Non-Recurring, the error 'You can’t delete or change this non-recurring pay component because it is referenced by a time account payout' is being thrown. The validation message if you try to update issue date/any other field value or delete a non-recurring pay component record that is referenced by a time account payout record.

Expected behavior.

• In the 1H 2023 Release, we've added a validation and changed the logic for the auto generation of a sequence number for non-recurring pay component data;
• With Time Management enabled, we've added a new data validation on the UI (Edit UI and Take Action menu) and imports while saving non-recurring pay component data. This error is thrown if you try to  delete a non-recurring pay component record that is referenced by a time account payout record. This message is also shown if you try to Change issue date or other field's existing values.
• We've made these enhancements to ensure data consistency between time payout and non-recurring pay component records and to ensure that an application error doesn't occur when the system generates a sequence number.
