3341033 - 'You can’t delete or change this non-recurring pay component because it is referenced by a time account payout' error upon updating a Pay Component Non Recurring

You have noticed that, upon  deleting a Pay Component Non-Recurring, the error 'You can’t delete or change this non-recurring pay component because it is referenced by a time account payout' is being thrown. The validation message if you try to update issue date/any other field value or delete a non-recurring pay component record that is referenced by a time account payout record.
