How can you determine the percentage of utilization of the licenses assigned to users?

There is no concept of utilization percentage of the user licenses

1. You can purchase licenses (those can be of type  self-service, core and advanced user license). Each license 'contains' the usage of certain work center views. Self-service licenses only contain some basic woc views, core licenses some more and advance license contains all of them. 
2. Now we come to the 'assigned' licenses: a given ByD user has got some work center views assigned. Based on this we calculate which of the three license types this user consumes.  Those two key figure (purchased numbers and assigned numbers) are displayed in the Service Control Center, user subscription view per license type. 
3. There is no concept of utilization percentage of the user licenses. Even if a user does not actively use the system at all, it still consumes a license.
