Symptom
The custom reasons are connected via set to the Customer Configuration policy (Policy Records -> ACT -> Customer Configuration) with the "Customer Reasons" selection. Once again, this will control what reason codes are listed when creating a new case, based on the Customer Configuration policy associated with the related employee.
While that policy will allow the reason code to be selected, it would lead to an empty case. Custom details around the Workflow, Questionnaire, and Leave types all will need to be set up to connect with this reason code as appropriate.
