3342103 - Key User Extensibility apps are not available or read only - SAP S/4HANA Cloud Public Edition

Symptom

Getting one of the following issues while trying to use any of the apps for Key User Extensibility (i.e. Custom CDS Views, Custom Fields, Custom Analytical Queries, Custom Logic):

  • "Create/Edit/Delete/New" buttons are disabled or missing.
  • Error message "Application can only be used in the Extensibility Development System" in "Extensibility Inventory" app.
  • Error message "Items of type XXX must not be edited in this tenant".
  • Error message "Items of type Custom Field must not be edited in this tenant" in Custom fields app.
  • Error message "Items of type Custom Reuse Library must not be edited in this tenant" in "Custom Reusable Elements" app.
  • Error message "Extensibility is not active. Use the customizing tenant instead".
  • Error message "Not able to load the query name prefix or the package name. Adaptation Transport Organizer (ATO) is not configured for this system" in Custom analytical queries app.
  • Error message "The application is not configured. Find details in SAP Note 2283716".
  • Error message "Application not configured. Use Extensibility Test tenant".
  • Error message "Not Authorized to create Business logic extension" when trying to create a Custom Logic.

Environment

SAP S/4HANA Cloud Public Edition

Cause

There are four possible causes for these issues:  

CAUSE 1:
Wrong tenant/system is being used to access Key User Extensibility apps.

CAUSE 2:
A Demo/Starter System is being used and Key User Extensibility is not enabled yet.

CAUSE 3:
The Business Role providing access to the applications is Read Only or you don't have the proper authorization assigned (Business Role Template SAP_BR_EXTENSIBILITY_SPEC)

CAUSE 4:
There's a hotfix/upgrade taking place over the weekend.
In order to confirm which maintenance activities are scheduled, check the Maintenance Schedule according to the System Landscape: 2-System Landscape or Resolution

Check below the solution for each cause:

SOLUTION 1:
Key User Extensibility is only available in the Test/Quality System in 2-System Landscapes or in the Development System - Customizing Tenant in 3-System Landscapes. 

SOLUTION 2:
In the SAP S/4HANA Cloud System, cloud starter edition or sales demo partner, extensibility for key users is deactivated by default.
Extensibility for key users can be activated. It's possible to activate it by opening the Fiori application Extensibility Settings and follow the activation process.

SOLUTION 3:
Confirm that you have the Business Role EXTENSIBILITY assigned. If so, make sure to set the "Write" access in the Business Role to "Unrestricted". 

SOLUTION 4:
It is required to wait until those activities are completed. For further details on the functionality that is temporarily disabled, check the following documentation.
