3343006 - Access to Oracle DB from SOLMAN after SP upgrade fails

Symptom

After upgrading Solution Manager 7.2 to a current SP release which required a Kernel update, access to the Oracle Database fails.  This failure is also seen through ADBC_CONNECTION_TEST:
