Symptom
There is a requirement to exclude one subpackage from an authorization. But, excluding and including one subpackage depends on super package BASIS.
If BASIS package is included in authorization, all programs and types of it can be changed in authorization mode, although this subpackage is excluded. If BASIS package is excluded, it is not possible to include any of its subpackage programs and types. If it excludes one subpackage, it needs to exclude BASIS package as well, but then it cannot change sy-subrc in authorization mode any more in entire system.
